India, 15 other nations look to form world's biggest trade bloc without US

Ministers from the 16-nation Regional Comprehensive Economic Partnership, which includes China, Japan and India but not the U.S., met in Tokyo on Sunday to try and thrash out remaining differences. If ever fully achieved, the partnership would cover one third of the world’s economy and almost half its population.
