Maha a dry state? HC on permit at duty-free shops

Bombay high court recently asked if Maharashtra is a “dry state” after being told that passengers who purchase foreign liquor at duty-free shops in Chhatrapati Shivaji Maharaj International Airport are required to carry a permit for it.
