Collector's action on Kanjur land a fraud on power: Bombay HC

The Mumbai suburban collector did not adopt a reasonable or impartial approach, the least that was expected of him, held the Bombay high court as it found that both the Centre and its lessee Mahesh Garodia had made out a "very strong case" for a stay on the order to transfer 102 acres of Kanjurmarg land to MMRDA for a Metro car shed.
