Health secy wants universal testing in hotspots

State health secretary Dr Pradeep Vyas has prepared a seven-point Covid-19 containment strategy, a plan which includes universal or community-wide testing in hotspots (via RT-PCR or rapid antigen kits), extensive tracing of contacts within 48 hours and testing of all contacts of index cases.
