The NIA told the special court on Tuesday that suspended API Sachin Waze and Vinayak Shinde, a constable convicted for the fake encounter of Chhota Rajan associate Ram Lakhan Bhaiya in 2007, were present at a conspiracy meeting to eliminate Mansukh Hiran.
